Keedysville Town Council

May 3, 2010

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council members Richard Walton and Victoria Gudeman and Town Administrator Rick Bishop.

Newly re-elected Assistant Mayor Levey was sworn in.

Newly re-elected Council Member Walton was sworn in.

Newly elected Council Member Gudeman was sworn in.

The treasurer's report was as follows: $150,077.40.

Minutes from March 1, 2010 were read and approved.

Minutes from April 5, 2010 were read and approved.

Karen Gardner gave an update on the tree planting behind Town Hall.

Administrator Bishop gave an update on relief funds from FEMA for the February snow storms. He said a decision by the Federal Government was pending.

Mayor Hull said the paving on Mt. Vernon Lane was completed.

Bids for mowing Taylor Park, the ball park, Town Hall and the Rockingham storm water management ponds were awarded to Hoff & Hoff Lawn Care, provided that they provide proof of liability coverage. Assistant Mayor Levey motioned, Council Member Walton seconded. Motion approved unanimously.

Approval was given for Antietam Tree & Turf to treat the grass in the park for weeds. Council Member Walton motioned, Assistant Mayor Levey seconded. Motion approved unanimously.

Administrator Bishop asked the Council to consider an available $5000.00 energy efficiency grant from the Maryland Energy Administration.

Traffic control in Cannon Ridge and Town were discussed. After much discussion Assistant Mayor Levey made a motion to do a cost sharing arrangement with Cannon Ridge for speed control there, bundled together with traffic calming for Main St. and Dogstreet Rd. Council Member Walton seconded. Motion passed unanimously.

Administrator Bishop passed along information for a resident regarding road paving in the County.

Dog walking in Taylor Park and the ballpark were discussed. After much discussion it was agreed to place dog waste bag receptacles and to open both areas to dog walking on a trial basis.

Discussion of installation of a picnic table, three benches and a trash can behind Town Hall was tabled pending more complete bids from contractors.

A motion to approve donations of $1000.00 each to Boonsboro & Sharpsburg EMS services was made by Assistant Mayor Levey and seconded by Council Member Walton. Motion passed unanimously.

Shannon French spoke about the Board of Zoning Appeals decision on the Smith property at 29 N. Main St. Much discussion was had including discussion of an ethics policy for the Town and putting Town ordinances on line.

David Bajuscak of Cannon Ridge asked to have Dan Ryan remove the For Sale sign in the front of Cannon Ridge.
