Keedysville Town Council

November 1, 2010

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council Members Richard Walton, Rob Smith and Victoria Gudeman and Town Administrator Rick Bishop.

Minutes from October 4, 2010 were read and approved.

General Fund Report was $215,298.98.

Mayor Hull noted that street lines were painted in Yankee Drive and Sumter Avenue in Cannon Ridge.

Council Member Gudeman discussed an Ethics Policy. She presented and reviewed Boonsboro's Ethics Ordinance. She also discussed the proposed Maryland State legislation regarding ethics policies for municipalities. The matter was tabled.

Mayor Hull read and discussed a proposed weapons ordinance prepared by Town Attorney Ed Kuczynski. Council wanted to make the definition of weapons that may be discharged more limited. The Town Attorney would be so advised.

Mayor Hull noted concerns with the proposed Flood Insurance Rate Map provided by FEMA. FEMA would be contacted about these concerns.

Mayor Hull discussed the Maryland Department of Energy grant for energy efficiency. An analyst from MDE, after reviewing the Town Hall and energy bills recommended replacing the windows in Town Hall with double-paned windows which would save an estimated $404.00 per year. Estimates for replacing the windows would be sought.

A motion to accept a change order, with C. William Hetzer, Inc., for Contract 1-Main Street Waterline Replacement in the amount of $93,280 was introduced by Assistant Mayor Levey. Mayor Hull seconded the motion. Motion passed unanimously.
