Keedysville Town Council

October 3, 2011

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council Members Victoria Gudeman and Tim Robertson and Town Administrator Rick Bishop.

Minutes from September 6, 2011 were read and approved.

General Fund Report was $278,217.81.

Curbside recycling was discussed. Ms. Gudeman read emails sent in by residents in response to a request for their input. All of the emails were in favor of recycling with a number of requests for the specific costs involved.

The heat pump at the library was discussed. Mayor Hull noted that getting response from AirMechanical regarding replacing the heat pump has been difficult. The contractor has been hesitant due to the wage rate requirements of the MEA grant.

A quote provided by Willow Run Landscaping to repair the damaged culvert at the intersection of Bedrock Lane and Columbine Dr. was discussed. Concern was made regarding a clause in the quote stating that "(The contractor is) not liable or responsible for any underground waterlines, piping or utilities." Mr. Levey made a motion to accept the quote providing the contractor contact Miss Utility prior to performing the work. Ms. Gudeman seconded. Motion passed unanimously.

Planning Commission Chairman Randy Burns presented a recommendation from the Planning & Zoning Commission to appoint Ken Lord as a new member of the Commission. Mr. Robertson made a motion to appoint Mr. Lord to the Planning & Zoning Commission. Mr. Levey seconded. The motion passed unanimously.

Snow removal bids were discussed. Mr. Levey made a motion to accept the bid from Willow Run Landscaping for snow removal for the winter of 2011-2012. Mr. Robertson seconded. Motion passed unanimously.

Mr. Levey made a motion to appoint Mr. Robertson as an alternate for Keedysville to the Boonsboro Keedysville Regional Water Board. Ms. Gudeman seconded. Motion passed unanimously.

Mr. Levey recommended that Keedysville make a dedication in honor of Mayor Kenneth Brandenburg's many years to Keedysville. Ideas put forth included a fountain or drinking fountain, the field next to the library and the baseball field. Discussion will be continued at the November Mayor and Council meeting.

Carl French questioned when milling and paving Main St. between Dogstreet Rd. and the Little Antietam Creek would take place. Mr. Levey noted that the contractor would do the work when there was a long enough section to repair so as to make it worthwhile to mobilize all of the necessary equipment.
