Keedysville Town Council

September 4, 2012

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Victoria Gudeman and Gina Ellis and Town Administrator Rick Bishop.

Mayor Hull noted the anniversary of the passing of Lee Brandenburg and observed the anniversary with a moment of silence.

Minutes from August 6, 2012 were read and approved.

General Fund Report was $350,154.02.

Ms. Ellis gave an update on progress for the ball field dedication. She made a motion that the Town pay for supplies for the event up to $200.00 Ms. Gudeman seconded. Motion passed unanimously.

Ms. Gudeman gave an update on the monument repairs. She said that the poles had been purchased, but work had slowed because of the weather.

The condition of the Stone Crest subdivision was discussed. Mr. Bishop said that a certified letter had been sent to R&J Builders asking them to mow the weeds. After discussion it was decided that Ed Kuczynski should be consulted.

The two ponds in Cannon Ridge that are due to be turned over to the Town from Dan Ryan Builders were discussed. Mayor Hull said that there was work that needed to be done before they could be accepted by the Town.

Dave Reichenbaugh, from the Cannon Ridge HOA spoke about possible traffic calming in Cannon Ridge. He noted anecdotal information from residents and traffic citations issued by local law enforcement to demonstrate the need for traffic calming. There is extreme speeding that has occurred and stops signs are being ignored. He said that the Cannon Ridge HOA would be willing to pay 50 percent of the cost of any measures installed. He requested to install three 15 mph speed humps on Sumter Dr. and one on Yankee Dr. Concerns about speed humps that were raised were noise, water runoff, snow removal, diversion of traffic to other roads, emergency vehicles and school buses. Mr. Levey made a motion to engage Renn Engineering to investigate and prepare a plan to install traffic calming measures. He also made a motion to have the Washington County Sheriff's Dept. provide overtime services in Cannon Ridge. Ms. Gudeman seconded both motions. Motions passed unanimously.

Roger Monroe spoke about doing electricity audits for the residents of Keedysville. He requested to have an insert included with the quarterly newsletter advertising the availability of the audits. The Council agreed.

Because the Cannon Ridge HOA and Millrace Lane HOA both hold their meetings in Town Hall, it was decided that the Rockingham HOA could also hold their meetings at Town Hall. The Mayor & Council agreed to take turns attending the meetings.

Mr. Levey made a motion to donate $1000.00 to the Boonsboro Fire Department and $1000.00 and to the Sharpsburg Fire Department. Ms. Gudeman seconded. Motion passed unanimously.

Mr. Bishop asked if the Council would like to join the Maryland Municipal League's Parks & Recreation Department. The Council declined.

Mr. Levey made a motion to name Tim Robertson as an alternate to the Planning & Zoning Commission. Ms. Gudeman seconded. Motion passed unanimously.
