Keedysville Town Council

January 7, 2013

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council Members Victoria Gudeman and Gina Ellis and Town Administrator Rick Bishop.

Minutes from December 3, 2012 were read and approved.

General Fund Report was $330,351.99.

Ms. Ellis asked what the expenditure for the gift card listed on the General Checking Fund report was for. Mayor Hull said it was for a gift card he approved for Mr. Bishop and that it was a personnel matter that should be discussed in closed session. Ms. Ellis asked if the Mayor could do that and he said yes he could.

Mayor Hull noted that the yard waste collection is suspended for the winter until April and that Christmas tree collection would be on Tuesday, January 8th and Tuesday January 15th.

Mayor Hull presented a proposal of a monument for those who served in the U. S. Armed Services in Iraq & Afghanistan to replace the World War I monument should it be moved to the cistern at Mt. Hebron Rd. and that if the Council would approve some sort of replacement for the site in the park, he would allow the World War I monument to be moved to the cistern. After much discussion and arguing, Ms. Gudeman made a motion to move the WWI monument to its original location with no additional cost to the Town and with the proper liability insurance with the understanding that within a year's time the Council will come to an agreement on a monument to replace the WWI monument in the park. Ms. Ellis seconded. Motion passed unanimously.

Due to the Labor Day holiday, the Mayor & Council meeting for September 2013 was rescheduled for Tuesday, September 3rd.

Mr. Levey made a motion that the $18,893.60 remaining from water bill debt service collections after the Water Treatment Plant debt was paid off be applied to the existing debt for the Water Infrastructure Upgrades of 2012. Ms. Gudeman seconded. Motion passed unanimously.

Sue Gemeny, of the Keedysville Historical Society, presented a picture of the Pry Mill, along with documents pertaining to the picture, to the Town. She said the picture had been received from the Town of Sharpsburg because they felt that it belonged in Keedysville. She asked that the picture and the documents be hung in Town Hall. Ms. Gudeman made a motion to have the accompanying documents framed and the picture and documents hung in Town Hall. Ms. Ellis seconded. Motion passed unanimously.

Eric Ellis asked about the status of the Spring House repairs. Mr. Levey said that he would be discussing that at the Water Board meeting that would be immediately following the Mayor & Council meeting.
