Keedysville Town Council

April 6, 2015

The monthly meeting of the Keedysville Town Council was called to order at 7:00 pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council Members Victoria Gudeman and Gina Ellis and Town Administrator Rick Bishop.

Minutes from March, 2015 were read and approved.

General Fund Report was $301,316.14.

Mayor Hull noted the announcements of the upcoming street sweeping and bulk trash pick-up.

Ms. Gudeman gave an update on the MSCS&EC. She noted the continuing issue of finding parking for the south end of Main St. She said that there was a new lead for the project with SHA.

Mr. Bishop noted that the final paving for the bridge over the Little Antietam would be begun soon.

Ms. Ellis noted the ongoing clean up at Taylor Park and the Spring House.

Austin & Leslie Gray, owners of the property at 34 Farragut Dr., asked if the $10,000 Land Development Fee for their new home construction could be waived because they were not informed of the fee until just before they were intending to begin construction. After much discussion, it was agreed by both the Mayor & Council and the Gray's that, because of the delay in informing the Gray's about the fee, the Town would be willing to spread the fee over 30 years, interest free to be paid in quarterly installments. Ms. Ellis made the motion. Mr. Levey seconded. Motion passed unanimously. Ed Kuczynski would be asked to draw up an agreement a promissory note. It was noted and emphasized by the Mayor & Council that these were extraordinary circumstances.

Robert Watkins noted that there was a water valve in Mt. Hebron Rd. that needed a cover.

Ms. Ellis said that the Keedysville Community Center was in need of funding. She said that if nothing changes, the center would have to close in about four years.
