Keedysville Town Council

March 7, 2016

The monthly meeting of the Keedysville Town Council was called to order at 7:00pm with the following members present: Mayor Matt Hull, Assistant Mayor Barry Levey, Council Members Victoria Gudeman, Gina Ellis and Ken Lord and Town Administrator Rick Bishop.

Minutes from February, 2016 were read and approved.

General Fund Report was $372,776.54

Mayor Hull noted the announcements as listed on the agenda, with the additional announcement that Taylor Dr. would be closed on Tuesday, March 8th for tree removal.

Ms. Gudeman gave an update on the SHA Main St. project. She noted the Task force meeting with SHA on March 16t. Jeff Kollins, the resident at 89 No. Main St., spoke extensively about opposition to SHA placing a storm water management pond on his property. Some of his main concerns were proximity of the pond to his home, access to his basement and the possibility of mosquito breeding. He also noted the lack of response he has received from SHA regarding his concerns.

Mr. Bishop noted a thank you note received from Lexi Ellis for the donation the Town made for her trip.

Ms. Ellis asked that the dead electrical outlet in the park be repaired as soon as possible.

Mr. Bishop noted his meeting with Mark Stransky, Washington County Planning Dept. and Kevin Wagner, Maryland Emergency Management Agency, regarding the update of the FEMA Flood Insurance Rate Map. He noted that the Town will need to adopt a new Floodplain Management Ordinance. The current timing is that the ordinance would need to be adopted near the end of calendar 2016.

Mr. Levey made a motion to accept Antietam Tree & Turf's proposal for weed control for the various areas in the Town. Ms. Gudeman seconded. Motion passed unanimously.

Terry Tompson asked for assurance that Dan Ryan Builders would not be removing the drainage berm and swale along the western edge of Stonecrest. Mayor Hull gave him that assurance.

Ben Estes spoke about the issues he is having regarding the public accessing his property. He asked that the gate in by the creek at the water treatment plant be replaced. Mr. Levey told him it would be.
