Keedysville Town Council

November 7, 2016

The monthly meeting of the Keedysville Town Council was called to order at 7:12pm with the following members present: Mayor Ken Lord, Assistant Mayor Barry Levey, Council Members Gina Ellis, Judy Kerns and David Bajuscak and Town Administrator Rick Bishop.

Minutes from October, 2016 were read and approved.

General Fund Report was $456,707.02.

Mayor Lord noted the announcements as listed on the agenda.

Mr. Levey made a motion to adopt the proposed water rate ordinance. Ms. Ellis seconded. Motion passed unanimously.

The first bond release request by Dan Ryan Builders (DRB) for the Stonecrest subdivision was discussed. After discussion, Mr. Bajuscak made a motion to table the matter until the next meeting. Ms. Kerns seconded. Motion passed unanimously.

The request by DRB to omit part of the fence around the back storm water management pond in Stonecrest was considered. The Council denied this request.

Mr. Bishop gave an update on the SHA Main St. rehab project. He said that the estimated start date has been pushed back to Spring 2018. Mayor Lord noted that SHA would be installing the pedestrian lighting with a split with the Town on the cost.

Mr. Bishop said he spoke with Danny Garling about the stone wall along Main St. in Taylor Park. He said that SHA had recommended delaying the work on the wall until after the Main St. rehab project was completed. Mr. Garling said that it would be fine do to the couple of minor repairs in the interim.

Mr. Bishop said that the street name signs on Keedysville streets have been installed.

Ms. Ellis asked when the sign for the Hess bridge would be put up. Mr. Bishop said that the Washington County rep said he would install it later in the week.

Mr. Bishop read a note of thanks from the Boonsboro Public Service Commission and Mayor & Council for the recent donation for the National Night Out event.

Ms. Ellis asked for a donation to the Keedysville Community Center for a new boiler for the heating system. The Council asked Ms. Ellis to seek quotes from a few contractors for the work.

Mayor Lord asked about the status of the doctor's office on Wyand Dr. Mr. Bishop relayed information from a conversation he had with Town Attorney Ed Kuczynski. He said that as long as the new use was substantially the same as the old use, that the non-conforming use status may be continued.

Ms. Ellis presented a request from Eric Ellis for the purchase of 17 stop signs and square posts to put them on.

Ms. Ellis said that Ben Saylor, a local electrician had offered to do a couple of repairs at Taylor Park for the cost of the parts only. The Council agreed.

Ms. Ellis asked for the road that loops Taylor Park, to be named Park Drive or Park Circle.

Dian Thomson asked for the Council to write a letter to Dan Ryan Builders asking that they include a statement to all new Stonecrest subdivision owners of properties that back up to the properties along Mt. Vernon Lane stating that the property owner is required to maintain the berm along the back of their property, but they may not build on it. Mr. Levey asked Ms. Thomson to draft such a letter. Ms. Thomson said she would.

Philip Post expressed his view that the Keedysville Community Center is extraordinarily important to the community.
