Keedysville Town Council

February 6, 2017

The monthly meeting of the Keedysville Town Council was called to order at 7:00pm with the following members present: Mayor Ken Lord, Assistant Mayor Barry Levey, Council Members Gina Ellis, Judy Kerns and David Bajuscak and Town Administrator Rick Bishop.

General Fund Report was $198,985.39.

Minutes from January, 2017 were read and approved.

Art Williamson, from the Keedysville Community Center spoke about the center. He noted that the newly installed oil burner had failed and was scheduled to be replaced. He also noted that the Washington County Commission on Aging had removed their program from the Center and that the loss of rental income would put a great burden on the sustainability of the Center. He said that if all else remained the same, the Center would probably be out of money and be forced to close in 2-3 years. Mayor Lord noted that he would be speaking with Washington County Commissioner, Wayne Keefer about the matter.

Mr. Levey made a motion to extend the trash removal contract, with Apple Valley Waste, one year to January 31, 2018. Mr. Bajuscak seconded. Motion passed unanimously.

Ben Estes spoke about the desire to place his piece of property next to the water treatment plant, into a Forest Conservation Trust. For this to happen, he will need a resolution from the Mayor & Council expressing their support. He said that even if the Mayor & Council express their support, he might not pursue the trust. Mr. Bajuscak made a motion to table the matter to a later date. Ms. Kerns seconded. Motion passed unanimously.

Mayor Lord gave an update regarding the Town becoming part of the Heart of the Civil War Heritage Area.

Ms. Ellis made a motion to install two mirrors, one at the intersection of No. Main St. and Taylor Dr. and one at the intersection of Mt. Vernon Dr. and Antietam Dr., to enable better visibility when pulling onto Main St.

Mr. Levey made a motion to accept the 2017 proposals from Antietam Tree & Turf for weed treatment for Taylor Park, Brandenburg Field and Town Hall.

Mr. Levey made a motion to adopt the amendment to the "Amendment to Water Service Charge Agreement of 1999" between Boonsboro and Keedysville. Ms. Ellis seconded. Motion passed unanimously.

Sue Gemeny provided a depiction of the book house to be built by Jason Simmons and placed in front of Town Hall. Mr. Levey made a motion to contribute $300.00 to the construction of the book house. Ms. Kerns seconded. Motion passed unanimously.

Ms. Kerns noted that there is a survey at the Keedysville Library regarding the possibility of changed hours for the Library. She encouraged all to participate in the survey.
