Keedysville Town Council

April, 2017

The monthly meeting of the Keedysville Town Council was called to order at 7:00pm with the following members present: Mayor Ken Lord, Assistant Mayor Barry Levey, Council Members Judy Kerns and David Bajuscak and Town Administrator Rick Bishop.

Minutes from March, 2017 were read and approved.

General Fund Report was $196,663.86.

Mayor Lord noted the announcements as listed on the agenda.

Mr. Bishop noted that the Board of Zoning Appeals hearing for Brandon Ritch's request for a special exception to operate a business as a Federally Licensed Firearms dealer was held and the request was approved.

Mr. Bajuscak noted that the Boonsboro Area Athletic Association would be making use of the Community Center.

Mayor Lord noted the desire to replace the "Keedysville" signs on both ends of Town.

Mr. Bishop noted the application for Program Open Space funding for the replacement of the pavilion roofs in Taylor Park. He also briefly discussed the POS grant funding in general.

Mr. Levey made a motion to draft a resolution showing the Mayor & Council's support of placing a portion of Ben Este's property in a conservation easement. Mr. Bajuscak seconded. The motion passed unanimously.

Mr. Bishop noted that Dian Tompson informed him of the note on the original Stonecrest plat that required the placement of a note on all deeds of conveyance stating the restrictions on the easements on the properties. DRB will be told to include this note on all deeds.

Dian & Terry Tompson asked the Mayor & Council to send a letter requiring Dan Ryan Builders to erect a construction fence between on Lots 2-6 in Stonecrest. The fence would be placed between the area of disturbance and the berms, so as to not damage the berms and the drain at the berms. Ms. Kerns made a motion to send a letter to DRB requesting the placement of the fence. Mr. Levey seconded. Motion passed unanimously.

Mr. Bajuscak made a motion to release $52,500 of the bond for Stonecrest, retaining $117,125.00. Ms. Kerns seconded. Motion passed unanimously.

Mr. Levey made a motion to amend the resolution stating that the Town would amend its Comprehensive Plan so that the Town can be included in the Heart of the Civil War Heritage Area by removing the phrase "and if it chooses to avail itself and its citizens of the advantages of Heritage Area certification". Mr. Bajuscak seconded. Motion passed unanimously.

Mr. Levey made a motion to donate $150.00 to Boonsboro's Green Fest and $100.00 to the Lupus Foundation of America. Ms. Kerns seconded. Motion passed unanimously.

Ms. Kerns noted the desire of Boonsboro High School to replace the grass football field with field turf. She asked for the support of the Mayor & Council for the project.

Mr. Tompson thanked the Mayor & Council for their patience and help in dealing with the Stonecrest development.
