Keedysville Planning and Zoning

The minutes from July, 2017 were read and approved.
It was noted that, due to a lack of a quorum, no meeting was held in August, 2017.
Mr. Bishop presented language for the Comprehensive Plan Amendment that will enable Keedysville to be part of the Heart of the Civil War Heritage Area. Mr. Rhoads made a motion to accept the language. Ms. Baker seconded. Motion passed unanimously.
Mr. Bishop noted the desire of the property owner of 18 So. Main St. to receive a special exception to allow to change the use of the property from a single family dwelling to a two apartment dwelling. Mr. Bishop noted that the P&Z Commission will need to provide an opinion for the Board of Zoning Appeals. He asked them to visit the property and consider the request and provide an opinion at the next meeting.
The possibility of scheduling quarterly P&Z meetings instead of monthly meetings was discussed. Mr. Bishop said he had spoken with Town Attorney, Ed Kuczynski about this and quarterly meetings are allowed. He also said that the need for interim meetings may occur. He said he would not call a meeting with less than a week's notice and that no more than one meeting per month would be scheduled. Ms. Baker made a motion to move from monthly meetings to quarterly meetings and allowing interim meetings, as needed. Mr. Rhoads seconded. Motion passed unanimously.
Motion to adjourn the meeting was made by Mr. Rhoads. Ms. Baker seconded. All agreed. The meeting adjourned at 7:28pm.
