Keedysville Water Commission

The monthly meeting of the Keedysville Water Commission was called to order at 8:50 pm, with the following members present: Commission Chairman Barry Levey, Commission Members Matt Hull, Richard Walton, Victoria Gudeman and Gina Ellis and Town Administrator Rick Bishop.

Minutes for May 8, 2012 were read and approved.

General Fund Report was $111,876.27.

Mr. Levey noted that the ARC Grant of $350,000.00 for the water upgrade infrastructure was still in process.

Mr. Levey noted that ARC is available each year and that next year it might be applied for.

Mr. Levey noted that C. William Hetzer had provided a revised bill for the leak excavation at 20 So. Main St.

Ms. Gudeman asked about the voided checks on the May expenditure report. Mr. Bishop said that the printer ran out of ink when printing the checks and the checks were unusable.

Mr. Levey talked about a proposed FY2013 Water Commission Budget. He said that for FY2013, the water meter replacement would be suspended.

Mr. Levey talked about the possibility of bulk water dispensing. He discussed a system that tracks dispensed water that had a cost of approximately $30,000.00. He said that the Town had previously allowed a local bulk water hauler to use the Town water, but that because of a lack of proper metering, it got to the point where the Town wasn't receiving payment for the water. He said that the hauler was then not allowed to get water in Keedysville. As part of the water infrastructure upgrades, an easement was needed from the hauler, who also is a property owner in Town. As part of the negotiations for the easement, the Town agreed to look into the possibility of allowing bulk water dispensing again, so that is why he is now looking into this. Mr. Hull said that with parts that the Town already has, a metering system for bulk water dispensing might be able to be put together. More research will be done.

Don Weigel raised concerns about access to water system controls from the internet. Mr. Levey said that Keedysville's water system is not accessible from the internet.
